Key take-aways:

The transition to the new Dutch pension system creates a particularly important design challenge for employers with insured defined contribution plans. The discussion showed that the choice between grandfathering existing employees and introducing a flat contribution for everyone cannot be reduced to compliance or short-term cost.

The right approach depends heavily on an organization’s workforce demographics, expected recruitment and attrition, pension ambition, long-term costs, and employee outcomes. Employers therefore need to look beyond today’s workforce and consider how their pension arrangement will develop over time.

  • Grandfathering solves some transition challenges, but creates others. It can limit immediate disruption, compensation requirements, and short-term cost increases. However, employers may then operate different pension arrangements for existing employees and new hires, while the grandfathered population becomes more expensive as employees move through age-related contribution brackets.
  • Workforce demographics should drive the analysis. There is no universally right answer. Current employee ages matter, but so do expected recruitment, attrition, employee tenure, and the future composition of the workforce. A decision that works for today’s employee population may look very different over a longer horizon.
  • Pension ambition versus cost neutrality is a strategic choice. Employers need to decide whether the starting point for the new arrangement should be maintaining retirement outcomes, controlling pension expenditure, or finding a deliberate balance between these objectives. The discussion highlighted the value of looking at costs over a 10 to 15-year horizon.
  • Entry age matters when assessing a flat contribution. A flat contribution that produces an appropriate projected outcome for someone entering the plan early in their career may provide substantially different value to someone joining later. Employers recruiting experienced employees should therefore test pension outcomes across different entry ages rather than relying on one representative employee profile.
  • Survivor’s pension needs separate attention. Grandfathering pension-saving contributions does not mean survivor’s pension remains unchanged. The transition can improve protection for some employees and reduce it for others, making employee-level assessment and possible additional temporary risk coverage relevant considerations.
